Executive committee

Purpose

The Executive Committee (EXCO) of the QCTO is responsible for the supervision and control of the performance of the functions of the QCTO between QCTO meetings. The EXCO mainly debates internal policies of the QCTO however Council mainly approves them whereas Council debates and approves external policies. The EXCO also deals with any urgent matter between Council meetings.

Functions

Subject to the directions of the QCTO, EXCO has the following functions.

  • Supervise the proper management of all financial matters
  • Coordinate and supervise the implementation of the policies of the QCTO
  • Monitor national policy issues and developments and make recommendations on the adoption of policies by the QCTO
  • Oversee the functioning of committees, and structures of the QCTO and monitor their activities to ensure that they are acting within the terms of any powers delegated to them by the QCTO
  • Advise on the management of staff employment issues
  • Consider and monitor budgets strategic and annual performance plans
  • Monitor the relations and interactions of the QCTO with the National Skills Authority, Umalusi, the Council on Higher Education and South African Qualifications Authority
  • Perform any other function or duty delegated to it by the QCTO or conferred by the QCTO constitution
  • Take on the role of the Information Technology Strategy Committee and
  • Approve actions in line with the Delegations of Authority as approved by Council.

EXCO must ensure that the QCTO complies with the requirements of the Skills Development Act, the Higher Education Laws Amendment Act of 2010, the National Qualifications Framework Act, the Public Finance Management Act, other applicable legislation and the QCTO’s constitution.

EXCO must report to Council at every Council meeting.

Audit and Risk committee

Purpose

The Audit and Risk Committee provides independent, objective oversight and review. However, it does not assume any management responsibilities or perform any management functions. The Audit and Risk Committee makes decisions on matters relating to the scope of its responsibilities and presents relevant decisions to the Council for ratification.

The Audit and Risk Committee is tasked to assist the Council in discharging its duties relating to the following.

  • Safeguarding of assets
  • Council's compliance with legal and regulatory requirements
  • External auditor’s independence
  • Performance of the organisation's internal and external auditors functions
  • Preparation of accurate financial reporting and statements in compliance with all applicable legal requirements and accounting standards; and
  • Overseeing the quality, integrity and reliability of the QCTO's risk management

Functions

The Audit and Risk Committee should assist the Council in carrying out its responsibilities as they relate to the QCTO’s

  • financial, management and other reporting practices
  • internal controls and management of risks, and
  • compliance with laws, regulations, and ethics.

It should also

  • report to the Council any matter identified during the course of carrying out its duties that it considers significant, and
  • perform or undertake on behalf of the Council any other tasks or actions as the Council may authorise from time to time.

Quality Assurance Committee

Purpose

The objective of the Occupational Quality Assurance Committee is to provide, guide and make recommendations to the QCTO Council on matters relating to quality assurance of qualifications and part-qualifications on the Occupational Qualification Sub-Framework (OQSF).

Functions

In collaboration with the Occupational Quality Assurance Unit of the QCTO, the Occupational Quality Assurance Committee assumes the following functions and responsibilities as a committee accountable to Council.
